You mean a fashion stylist? It's worth getting a degree, doesn't have to be in fashion styling, in fact one in design is probably better. You want to get useful dressmaking skills so you can alter stuff quickly. At uni, offer your styling expertise where ever possible. Volunteer at charity fashion shows, style for a student newspaper, basically whatever you can get your hands on. Then you need to try and land yourself work experience with a stylist. Be prepared to do a lot of working for free too until you become established...
